We are going to need a mediator for this one, but as long as we approach everything logically we should be ok!
Summary:
GRAY AJAH:
Overview: The White Tower's mediators, negotiators, and diplomats, one of the Tower's most overt levers with which to influence the world.
Point One: Role as official ambassadors of the White Tower as well as advisors to certain nations.
Where: Frenemy rival relations between the Gray Ajah Sisters and Air Legion Asha’Man in nations that are less closely aligned to either Tower; basically everywhere that isn't Caralain, Andor, or Tai'Seanchan. The proximity between specific ambassadors probably breeds familiarity and at least some goodwill. Ambassadors and advisors sent to the Borderlands would probably be more moderate in trying to outsmart each other as it can make them unwelcome. Tear: After Rahlin’s war, Tear is more neutral than before and potentially has advisors from both nations.
Point Two: Gray Ajah have a secondary role of lawyers and judges. Since the Third Age, they have established their role as those who enforce the laws of the nations themselves. It is also their cause to administer the law of the land which they happen to be in. This could take the form of being asked by a local noble or magistrate to act as a judge or jury. During the Fourth Age, they take it a step further by being directly involved with the semantics and sentencing related to the punishment of those who break the Dragon Peace. In other words, while the Aiel are those who are tasked with keeping the peace, the Gray Ajah probably does the sentencing. It is, in a way, their effort at solidifying the unity of nations. Kind of like real life Interpol, basically. Aes Sedai would be seen as more trustworthy due to them being bound by the Three Powers and perceived as more bookish than the Asha’man. However, some nations might lean towards taking the counsel, and following the judgment with the respective Tower they are more closely affiliated with.

Air Legion: Frenemy rivals, trying to out-argue and out-maneuver each other.
WHITE AJAH:
Overview:
Before: During the Third Age, the White Ajah rarely left the Tower and therefore also rarely Bonded Warders. They were the philosophers, mathematicians, etc. who were known to have had the most impartial judgments among all the Ajahs (regarding in-Tower related problems, not so much on a nations’ level like the Grays).
Now: The Fourth Age brought about more than a few changes, and the White Ajah started getting more involved in teaching both at the White Tower and the Academies, specializing in more theoretical and specialized subjects. Along with the Brown Sisters and perhaps even more than them, the White Sisters took up the position of educators, focusing on more logic-driven subjects. They still remained the philosophers, mathematicians, etc. but became much more involved with academic research related to the One Power – mysteries, different weaves, the ethics and logic behind using objects created with the One Power and so on. The White Ajah also seems to be in favor of collaboration between the two Towers, as a lot of the Sisters with to figure out how (and why) to use the two halves of the Power together. In summary, while the Brown Ajah has more of a hands-on approach, the White Ajah focuses more on the theoretical aspects of their academic research.
Connections: The White Ajah works closely with the Brown Ajah, Spirit Legion, the Academies, and potentially the Earth Legion.
Brown Ajah/Spirit Legion: The White Ajah is mostly preoccupied with the “why” rather than the “how” (which is more of the Brown Ajah’s area of expertise) regarding different topics, including the use of the One Power and the semantics, logistics, ethics and philosophy behind it. They also seriously dabble with the logistics and theoretical framework of using saidar and saidin together.
Earth Legion: Involvement with the Asha’Man from the legion focusing on blacksmithing, engineering, etc. The White Sisters would come up with the idea, the Earth Legion Asha’Man would be the one to actually bring the Sisters’ ideas into being.
Academies: Probably heavily involved as educators at the Academy at Cairhein since it’s dedicated to engineering and invention. Potential involvement with the Andorian Academy too, as it focuses on politics and history. White Sisters were the ones who established the Academy at Tar Valon.
TRAVELLING AND GATEWAYS:
Travelling and the Gateways System: Managed and operated by the Kin. Each major city has a small group of Kinswomen that has the Key to make gateways. They're senior, not directly affiliated with major political parties, and specifically dedicated towards this task, so tracing and monitoring them would be easy. Most important is their impartiality and lack of political agenda. Potential supervisors, albeit unifocal from the Gray and Air Legion. The One Power strength of the Kinswomen would not be a problem when it comes to operating the Gateways since four kinswomen linking would be enough to manage a certain Gateway. A small operation fee could be charged and would go towards paying the Kinswomen. Anyone who needs it for official use would either be able to make their own Gate or be connected enough to know someone who can. Or have an order from someone high enough to get the Kin to make the gateway for them
Dreamspikes: Potentially allocated to key cities to prevent invasions. They can be configured (never explicitly explained how) to allow access to certain people. The creation of Dreamspikes was probably figured out by Elayn and Aviendha during the wars.
Potentially, some wilders (unaccounted channelers) can try and open illegal Gateways near cities, out of range of the Dreamspikes, which would benefit illegal trade and the movement of Darkfriends.
