The Dragon Compact
A Charter
We, the undersigned nations, hereby agree to the formation of the Dragon Compact, which will henceforth protect the Dragon's Peace throughout all our lands. The Compact will be given the authority to intercede in national affairs in order to protect the peace and prosperity won against the Shadow in the end of the Third Age. While our national sovereignty remains intact, we understand the necessity of the Compact's existence, and representatives from each nation will meet annually in Merrilor to direct the Compact, discuss grievances, and preserve our relationship. The world will not fall into Shadow so long as we fight this battle together.

The Compact's paramount activity is to prevent war from breaking out once more. In furtherance of that goal the Aiel have pledged to act and intervene if necessary. Their enforcers will be empowered to act in nations belonging to the Dragon's Compact to prevent violence, as well as the spread of black powder which would only serve to fuel destruction and devastation.

While originally a part of the Dragon’s Peace, the Sea Folk left the Compact early in the Fourth Age as various members (particularly Tear) reneged on the Bargain that Rand al'Thor had agreed to on their behalf. They only rejoined later during a Grand Bargain between the Tai'Seanchan, the Domani, and the Compact in 31 FA, following the desperate fight against the Seanchan. Given the Aiel’s difficulties with water, they were largely granted the same supervisory privileges the Aiel enjoyed, as well as the responsibility to exercise them while at sea. With their addition, all major Westlands powers are represented in the Dragon Compact.

The annual meeting at Merrilor has grown each year, bringing more and more members of Compact nations each time. What was once a small meeting of diplomats has grown to include tournaments and competitions in every discipline imaginable, from tests of arms to storytelling. It is also the largest gathering of mercantile houses; business meetings and agreements are negotiated and struck during the four day meeting in the month of Nesan that would otherwise be difficult to arrange.
