It is the easternmost of the Borderlands, lying between the Spine of the World and Arafel. Shienar is a monarchy, and has remained such into the Fourth Age. Individual houses tend to rule over the major cities, while the monarch rules the nation from Fal Moran.

The Borderlands are the Westland nations which lie furthest to the north and directly border the Great Blight. In modern times the term refers to the five countries of Malkier, Shienar, Arafel, Kandor and Saldaea.
