In one Age, called the Fourth Age by some, an Age yet to come, an Age long past, a wind rose in the Land of the Crystal Throne. It sped across the great Aryth Ocean to the Tai’Seanchan coast. It continued over the Mountains of Mist, picking up the scent of Two Rivers fine tabac and singing along to a tune made by a Tinker’s tea kettle. It swirled around the vast prairie known as the Caralain Grass, with it’s Black Tower fortress, and the island city of Tar Valon, home of the fabled Ogier-made White Tower...The wind swept through the valleys, skimming along the lake that once was Shadar Logoth, lifting the raven in flight. It howled through the Blight past the snorts and bellows of Trollocs, carrying on it the stench of their cookpots and rot as it whipped by a Myrddraal without creating so much as a ripple in its dark cloak. If you listen closely to the wind you can hear the sound of “friends” whispering in the dark as it whistles by you. The shadows beckon you to their warm embrace; where will the wind take you? For you must know, the wind was not the beginning. There are neither beginnings nor endings to the turning of the Wheel of Time. But it was A beginning.
Caralain
When people think of Caralain, they think of the Black Tower first, and this is no different for the people of Caralain themselves. The Nation, made up primarily of farmers and craftsmen, is full of patriotic pride.
Though the Tower War took heavy tolls, the people persevered, and their adoration never wavered. The economy is stable, though the country would not be considered wealthy in comparision to most of the Westlands.
Geography
The Nation of Caralain is an extensive area of plains lying almost in the exact center of the Westlands. At its widest extent, what used to be the Caralin Grass extends for almost a thousand miles, but now much of the land has been cultivated. Farms and farming villages have sprung up in the grasslands, and a few in the Black Hills as well. The Tuatha'an frequent the area far less than they used to but do visit the villages occasionally.
The plain is bordered by the River Haevin to the west, the Black Hills to the north, and Braem Wood, the River Erinin and the River Luan to the east, and the kingdom of Andor to the south.
The capitol is also called Caralain and resembles a castle town. The city is adjacent to the tower and grew around it after the Black Tower was built. It started out as a small farming community to feed those at the Tower. And then as the numbers at the Black Tower grew, the city began to spring up, starting with establishments that benefited/supplies the Black Tower. Examples: Stables for the 5 legions, a textile shop to make the black coats, flour mills to make bread, a second blacksmith to supply them with weapons, a coal mine to heat the stoves and the forge, etc. From there it continued to grow with retail shops, taverns, inns, jewelers, bakeries, etc.

Governance
Officially under the rule of the Black Tower, but the day to day is managed by a village council and a women's circle, elected democratically.
Being somewhat of a frontier in a way, the nation of Caralain is slightly less tradition/hierarchy oriented, outside of the Tower itself.

Domestic Affairs
The relationship between the Capitol and Tower is very strong. Caralain operates somewhat like a castle town in that the Tower provides them with protection and work while the capitol provides the Tower with necessities. The last battle built a lot of good will (See Logan saving Andor and a bunch of Refugees) and that goodwill has never faltered for the people of Caralain. Even with the Tower War, it did more to damage the people’s perception of Tar Valon and the White Tower than their beloved Black Tower.
The people in the capitol have an almost hero worship of the Asha’man, providing them with a ready supply of recruits, with lots of kids growing up hoping to be able to channel and playing Asha'man during their free time.
The tower oversees the treasury of the nation which was abused in Rhalin's time, but has been mostly used for the good of the nation throughout its short history.
Their major exports are their farmed crops and regular weaponry, though not so much the power wrought kind.
Some other nations also send 'donations' their way in exchange for aid. (Donations as defined by private schools who are at capacity but might be able to get your kid on the waiting list.) A lot of this happened during the Seanchan war and continues to happen in the Borderlands. As individuals however, Asha'man are not allowed to accept money like common mercenaries, all payments go to the Tower which in turn provides for its men and the people of Caralain.

International Relations

For many years they accomplished these objectives, building strong ties with Tear and the Borderlands, even with Tar Valon aligned Andor. Tar Valon itself was drawn into its orbit, as the Asha'man and Aes Sedai found common ground among their duties and areas to cooperate during battles with the Seanchan and the Blight. Today, however, they are viewed with suspicion by many, with Asha'man accepted only where the need outweighs these concerns.
M'Hael Rahlin was the catalyst for this change. He turned against the White Tower, sowing suspicion, courting Mayene and the Children of the Light and any who might stand against the Aes Sedai. He led what few he could rally in the Dragon Compact's first open war among member nations, a bloody and violent War of Power for the Fourth Age. While he eventually lost both the war and his life, the damage to Caralain's international reputation was already done.
